In Atyrau editorial staff of newspaper "Ak Zhayik" demanded to open investigation for interference to professional activity of journalist

According to information of news agency "KazTAG" editorial staff of newspaper "Ak Zhayik" has appealed to Prosecutor-General of the Republic of Kazakhstan Zhakip Asanov and Minister of Internal Affairs of the Republic of Kazakhstan Kalmukhanbet Kasymov. They demanded to open an investigation for interference to professional activity of a journalist against policemen.

The editorial staff of newspaper "Ak Zhayik", according to article 158 "Interference to legal professional activity of a journalist with force" of Criminal Code of the Republic of Kazakhstan demanded to initiate criminal case, regarding fact of unjustified, illegal detention of their correspondent Murat Sultangaliev and reconduction to the Department of Internal Affairs during fulfillment of his professional duties.

Exception for it, editorial staff demanded to bring criminal action against Chief of Atyrau City Local Police Service Erlan Bigambaev and Officer of the Department of Internal Affairs Esmurat Kazhekenov. Their actions had signs of arbitrariness and exceeding official authority with regard to media representative.

It is explained, that correspondent of newspaper "Ak Zhaiyk" Murat Sultangaliev 21 May, 2016 upon editorial task, he has been on Square of Isatay and Makhambet and fulfilled his professional activity, according to article 20 of law "On Mass Media" of the Republic of Kazakhstan; but he was detained illegally by policemen and delivered to the Department of Internal Affairs.

According to information of editorial staff of newspaper"Ak Zhaiyk" Their correspondent has shot on a place of detention of about two dozens persons. Among detained persons there was an old man, who felt himself seedy and asked to call an ambulance, but policemen roughly took him into police bus and flumped him. Murat Sultangaliev recorded on video camera of the editorial mobile telephone fact of violation of civil rights.

The editorial staff of newspaper "Ak Zhayik" informed, that M. Sultangaliev was detained by order of E. Bigambaev. The Chief of Atyrau City Local Police Service Erlan Bigambaev controlled operation; knew personally journalist Sultangaliev in line of duty;urged on his subordinates to detain him. Four police officers attacked journalist and immobilized and took him into police bus, they held him by the hands and feet. Erlan Bigambaev personally, in violation of operative rules of the legislation took editorial mobile phone without legal grounds.

As it was informed, protocol of detention on M. Sultangaliev was drawn; a photo of M. Sultangaliev en face and in profile with the help of rule, fingerprints were enrolled without some charges. All his video records and photos were removed from editorial mobile phone.

The appeal of editorial staff of newspaper "Ak Zhayik" was sent to the Prosecutor-General of the Republic of Kazakhstan Zhakip Asanov, Minister of Internal Affairs of the Republic of Kazakhstan Kalmukhanbet Kasymov and Minister of Information and Communications of the Republic of Kazakhstan Dauren Abayev. Copies of an appeal were sent to the Prosecutor of Atyrau Oblast Galymzhan Togizbaev and Chief of Department of Internal Affairs of Atyrau Oblast Arman Dzhalmukhanbetov.

As it was informed, on May 21, 2016 in Atyrau policemen cordoned Square of Isatay and Makhambet off. On Taymanov street at the approaches to the square policemen detained eight persons and correspondent of the newspaper "Ak Zhayik" Murat Sultangaliev, they were delivered to the Department of Internal Affairs. There were about twenty persons opposite square on Satpaev avenue; some of them were detained taken into police bus by policemen.
