Appeal to Prosecutor-General of the Republic of Kazakhstan A.K. Daulbaev

 Dear Mr. Daulbaev, 

International Foundation for Protection of Freedom of Speech "Adil Soz", Union of Journalists of Kazakhstan, publishers of Internet-portals "Ratel.kz" and "Zonakz.net" ask you publicly to open investigation for unprecedented violation of p.2 article 20 of Constitution of the Republic of Kazakhstan.   

From September 09, 2015 and up to present day unknown natural persons and legal entities blocked Internet-portals"Ratel.kz" and "Zonakz.net" without filing of some legal claims. The right of above-mentioned Internet-portals for dissemination of information and right of Internet-users to receive this information was violated crudely. The right is guaranteed by Constitution of the Republic of Kazakhstan.   

International and national public organizations believed, that this blocking is direct violation of article 19 of International Covenant on Civil and Political Rights (in particularly, it was ratified by Kazakhstan). Owners of  Internet-portals"Ratel.kz" and "Zonakz.net" they time after time filed complaints with police, Prosecutor's Office, Committee of Communication, Informatization and Information of Ministry of Investments and Development of the Republic of Kazakhstan and "Kazakhtelecom" with goal to eliminate allowed lawlessness. Representatives of departments denied their own relation to illegal blocking.      

This blocking remained unpunished. It will have negative consequencies in the future and can be repeated. As a result of it, respect of Kazakhstan people for the law shall be derogated    and an international image of Kazakhstan may be damaged. We are sure, that you Mr. Daulbaev do not await such course of events and you will act within your authority of Prosecutor-General of the Republic of Kazakhstan, supervise for faithful and uniform application of law and persons, who were guilty in blocking of Internet-portals "Ratel.kz" and "Zonakz.net" they should be found and punished.
