Department of Internal Policy closed magazine “ADAMbol” Whose turn shall be next? May be magazine “ADAM”?

On August 27, 2015 editor-in-chief of magazine “ADAM” Ayan Sharipbaev has received protocol of administrative offence which was signed by Acting Head of Department of Internal Policy (Almaty) A. Esenbekov.

This edition violated rules of re-registration. The editorial staff stated Russian and Kazakh languages in their application for the registration. So far they published it in Russian language.

The Department of Internal Policy of City Akimat has estimated it as violation of article 451 p.2 of Code of Administrative Offences of the Republic of Kazakhstan; it has remanded the case to the Specialized Interdistrict Administrative Court of Almaty. TheactivityofLLPADAMDARwassuspended.    

Contact information: Article 451 p. 2 “Production, manufacturing, printing and (or) distribution of the media products, as well as communications and materials of the news agency without reassessment in the cases of change of the ownership or its legal form, the name and the name of the media, change the language of publication or broadcast, the distribution territory, the main thematic focus, frequency of issue - entail a fine for officials in the amount of twenty to forty, for the owners of the media, legal entities of small and medium-sized business - in the amount of one hundred to two hundred, for legal entities of a large enterprise - in the amount of eight hundred to a thousand monthly calculation indices with the suspension of issue (broadcast) of the media for up to three months” of Code of Administrative Offences of the Republic of Kazakhstan.

Commentary of “Adil Soz”

The law “On Mass Media” of the Republic of Kazakhstan stipulates, that printed media must be re-registered in a case of language change of edition. The magazine “ADAM” did not change language, it used one of the two languages on which it had a right to publish, in accordance with its certificate of registration.

It is a good practice to remember, that magazine “ADAM” is a successor of magazine “ADAMbol”. It was closed by Department of Internal Affairs in February, 2015.
