Compulsory registration of on-line media is at the preparatory phase

There are some journalists, who delved into draft laws which intended to ensure protection of children from harmful information.  

The second one “On Amendments and Supplements into Some Legislative Acts of the Republic of Kazakhstan of Protection of Children from Information Harmful to Their Health and Development”; it envisages almost revolution in Kazakhstan's segment and sets a term          “on-line media”and its compulsory registration in the state authorized body. For registration it is necessary topoint out official identification numbers, periodicity, theme, languages, coverage and etc. in official document; create special section “Data Out” on the website and then fear of revocation of registration certificate, if there is something wrong, for example, mistake in these data out, violation of periodicity of publication,to sendobligatory copies, to conduct re-registration in a case, if address, or editor was changed and etc.

It is difficult-to-understand a term “on-line media”. According to proposed amendments to law “On Mass Media”: “on-line media” – isan Internet-resource which is registered in the state authorized body, with its information infrastructure within the territory of the Republic of Kazakhstan and they state, that periodical printed matter, news agency an on-line media functioning within the territory of the Republic of Kazakhstan, they should be registered obligatorily. Is it possible, that the authorized body as monitoring will define Internet-resources which comply with registration criteria and urge them upon registration of their new status?
