Journalist Andrey Tsukanov can be sued for libel

As previously reported, on July 07, 2014 journalist of video-portal "16/12" Andrey Tsukanov was detained sent to the Department of Internal Affairs (Almalinsk district, Almaty). He said, that policemen obstructed his professional activity, beat him and took his videocamera by force. He intended to file a complaint to the Public Prosecution Office and Internal Security Directorate of the Department of Internal Affairs of Almaty. According to rule of Specialized Interdistrict Administrative Court of Almaty, A. Tsukanov was taken into custody during fifteen days for malicious nonconformity to legal enactment or order of internal affairs officer.
While, A. Tsukanov has served his sentence, pre-investigation check of libel with regard to him was launched. It was connected with clip "Balkhash:Contract murder/1612 "which was posted on video-portal youtube.com (https://www.youtube.com/watch?v=i5Rka8X0xUs).
On July 26, 2014 A.Tsukanov was discharged from custody. He informed about own initiative of Department of Internal Affairs (Karaganda oblast) to conduct pre-investigation check. Policemen who came from Karaganda, they took videocamera and dictophone of A. Tsukanov from cloak-room of special detention centre; he should write explanatory record, they recorded his speech pattern in special laboratory and seized computer.
Balkhash City Court has considered murder case of businessman Vladimir Krukov. Creators of this videoclip believed, that murder of businessman Vladimir Krukov was connected with his critical remarks towards former member of Majilis (Low Chamber), now member of Senate of Parliament of the Republic of Kazakhstan Erlan Nigmatulin, he signed this appeal of a group of citizens, addressed to President of Kazakhstan N. Nazarbayev they insisted on checking of facts of corruption with regard to the former deputy.
A. Tsukanov said, that he sent only video materials to the editorial office of Moscow.
