Deputies from Karaganda wanted to indict editor-in-chief of newspaper "Vzglyad Na Sobytiya"

Deputies of Karaganda City Maslikhat (Local Representative Body) Tatiyana Kravchenko, Adiya Alimbayeva and Kabdygali Ospanov charged editor-in-chief of the newspaper"Vzglyad Na Sobytiya" Sergey Perkhalskiy with charge; they filed a complaint with police. The charges originated from article "Deputies from a different planet.

There was information on raid which was carried out by deputies. The raid aimed at control of work of public transport.

In his complaint, Secretary of City Maslikhat (Local Representative Body) Kabdygali Ospanov which was filed with Department of Internal Affairs of Karaganda said the following:

"I ask you to indict Sergey Perkhalskiy under article 320 p.2 “Insult of the representative of authority” of Criminal Code of the Republic of Kazakhstan which was committed with the use of mass media. He through mass media in order to publish his statements with usage of my photo in weekly newspaper "Vzglyad Na Sobytiya" №57, dated 09 May, 2014 within the territory of Karaganda, affronted me as representative of authority during conduction of mine official duties...”

The editor-in-chief of the newspaper"Vzglyad Na Sobytiya" Sergey Perkhalskiy has told about activity of deputies during their raid.

Sergey Perkhalskiy thought, that he did not insult or denigrate deputies. Perkhalskiy has reflected outlook in his article.

District police officer has interrogated him on the merits. At the present time, policemen conduct pre-investigative check.

Insult, that is the denigration of the honour and dignity of another person, expressed in indecent form, under article 130 of Criminal Code of the Republic of Kazakhstan.

The obligatory component of element of this crime — is the denigration expressed in indecent form of concrete person, but not a group of unknown persons, who were combined with sign of profession, activity, age and etc.

Article 2 of law of the Republic of Kazakhstan "On Mass Media" regulates: "Freedom of speech, creature in printed form and in other form freedom of convictions, opinions, receiving and dissemination of information, using any method which is not forbidden by law and guarantee by Constitution of the Republic of Kazakhstan.
