Criminal responsibility for spreading of rumours and blocking of communication without judgment was introduced

At the moment, society seeks for liberal changes to draft of Criminal code of the Republic of Kazakhstan, code in force had also, odious article "Dissemination of misleading information", carried penalty up to ten years of imprisonment. We would remind you that, term "information" includes data or materials, opinions, in other words evaluations, suppositions, convictions and etc.
The norm was introduced into Criminal Code by other law which had indirect relation to freedom of expression. There was a law "On Amendments and Additions Into Some Legislative Acts of the Republic of Kazakhstan of Activity of Internal Affairs Agencies". The President of Kazakhstan N.A. Nazarbayev has signed it on April 23, 2014.
This law introduces changes in law "On Communication" of the Republic of Kazakhstan; it is added by article 41-1 "Procedure of suspension of networks functioning and (or)communication tools". The Public Prosecution Office can block Internet and mobile communications during some hours without judgment. We would remind you, that law "On Mass Media" stipulates: "Suspension or termination of media publication, or dissemination of media output is possible upon decision of owner or according to judgment"; all Internet-resources are media outlets.
