There was a trial on case of newspaper "Slovo Naroda" in Specialized Interdistrict Court of Almaty on November 28, 2013. It was charged with violation of periodicity of edition publication.
During a trial, editorial staff has provided receipts and notices of JSC "Kazpost", related to sending of letters to the Ministry of Culture and Information and other mail merges of compulsory distribution. The court has joined them to case materials and provided employees of akimat (district administration) with opporunity, in order to prove, that these items of mail were not received by mail merges.
The judge Akmaral Isabayeva also reminded of responsibility for charges and she made a decision with regard to Department of Internal Policy of Akimat (District Administration) of Almaty. According to decision, employees of Department of Internal Policy of Akimat (District Administration) of Almaty should during three days bring protocol to conformity with administrative code and prove its lawfulness. Also, judge proposed to the state body to consider an issue on withdrawal of this protocol.
We would remind you, that editorial staff of the newspaper "Slovo Naroda" has received a protocol of adminitrative offence. It was charged with violation of periodicity of edition publication (in particularly, there was no publication for September). However, newspaper's worker Rozlana Taukina explained the following, on August 16, 2013 a owner of newspaper "Slovo Naroda" informed all instances, including Ministry of Culture and Information, that in accordance to decision of staff and owner, publication of edition would be suspended for three months, till December, 2013 (in fact, editorial staff has suspended its activity during month, they published newspaper for October and November. But, representatives of Akimat (District Administration) and Ministry of Culture and Information said, that they did not receive these letters-notifications.
