Newspaper “Tribune” will be published under title “Sayasat Alany” (“Territory for Policy”)

At press conference in Almaty, editorial staff of the newspaper “Tribune” stated about its publication under new title “Sayasat Alany” (“Territory for Policy”). The Acting Chief Editor Zhanbolat Mamay said, that they should take such measures, because of the fact that, on September 04, 2013 Department of Internal Policy under Akimat (District Administration) of Almaty has made a protocol of administrative offence, in accordance with article 342 “Article 342 Violation of Law “On Mass Media” of the Republic of Kazakhstan” of Code of Administrative Offences of the Republic of Kazakhstan for violation of publication period of the newspaper “Tribune”. According to part 4 of this article, output of newspaper can be suspended during three months.

The President of International Foundation for Protection of Freedom of Speech “Adil Soz” Tamara Kaleyeva said, that the publication of announcement, that editorial staff of the newspaper took a break, it might be considered as notification.

"As for this suspension of output of the newspaper “Tribune”, akimat (district administration) pounced on formal grounds. During such detailed monitoring with regard to newspaper “Tribune”, servicemen of Department of Internal Policy under Akimat (District Administration) of Almaty saw this announcement, that editorial staff of the newspaper took a break. Under normal relations, it was possible to call there, or ask to send a letter. If they did not yet send a letter,but, they made an announcement in the newspaper”- she noted.

In his turn, Chairman of the Board of Kazakhstan International Bureau and Rule of Law, Expert-Consultant Eugene Zhovtis noted, that alteration of periodicity and circulation should fall into the category of mutual relationships of editorial staff and readers.
