On inverted flag and refutation

There was a publication of photo of inverted flag of the Republic of Kazakhstan on building of oblast philharmonic in column "Public Reporter" in the newspaper "Diapazon" (Aktobe) on August 01, 2013. This photo was sent by reader Alexey Vasilyev. Workers of oblast philharmonic have called to the editorial staff of newspaper "Diapazon" and asked to publish a refutation of article.
A week ago, editorial staff has received a photo of "normally inverted flag" and printed text of "Oprodorzheniya" (orthography of original was maintained):"Your newspaper № 31 (1038), dated 01 August, 2013 has published a photo of inverted flag on building of oblast philharmonic. Someone has made a photo improperly. At present time, flag is in position". The editorial staff published a photo of "normally inverted flag", signed "Administration" on August 14, 2013. This text posted on the websitehad a grand number of comments, www.diapazon.kz, because of screaming mistakes; it was re-printed by other Internet-resources.
After publication of this article, Director of Oblast Philharmonic Kanat Aitbayev said, that he did not anything about this letter; none wrote and brought it. He presumed, that some haters sent a text with mistakes, in order to set him up.
In order to help Kanat Aitbayev and find a hater, journalists carried out their inquiry; they found out, that refutation and photo was brought by Deputy for Director of Oblast Philharmonic M. Zholmaganbetov. It was possible to see him, photo and text in his hands on videowith increasing from surveillance camera.
The newspaper "Diapazon" (Aktobe) informed, that instead of it, Kanat Aitbayev has sent a letter to the editorial staff. He insisted on publication of the following information. The staff of oblast philharmonic did not send any letters.
