Journalists of Uralsk stated that Akim (Governor) of West Kazakhstan Oblast N. Nogayev conducted neither press conference nor briefing. Residents of Uralsk had no chance to ask him questions directly, because N. Nogayev had been hidden person from people; correspondent of the newspaper "Uralskaya Nedelya" Talgat Umarov and editorial worker Michael Ishutin on August 13, 2013 canvassed public opinion of population in park of Kirov. They stood life-size cardboard cutout road akim (governor) N. Nogayev next to themselves. Journalists asked residents of Uralsk about questions, addressed to N. Nogayev. Policemen took and detained them in the act of this activity. Journalists were sent to the State Department of Internal Affairs for clarification of all circumstances. Policemen took life-size cardboard cutout road akim (governor) from journalists.
