Circulation of newspaper "Pravda Kazakhstana" was seized

On August 09, 2013 Judge of Specialized Interdistrict Administrative Court of Almaty Galym Keldybayev has adjudged editor-in-chief of the newspaper "Pravda Kazakhstana" Sharip Kurakbayev and owner of the edition "Kompartiya Kazakhstana" guilty in commitment of administrative offence under article 350 p.1 "Violation of Order of Pronouncement of Data Out" of Code of Administrative Violations of the Republic of Kazakhstan. The edition has printed 7000 issues in spite of 8000 ones which were pronounced in data out. Newspaper circulation was seized, editor-in-chief of the newspaper "Pravda Kazakhstana" Sharip Kurakbayev and owner of the edition "Kompartiya Kazakhstana" were punished by a fine in an amount from five up to twenty monthly assessment indices properly (in particular, one monthly assessment indice = KZT1731).

Administrative trial was initiated by Department of Internal Policy of Akimat (District Administration) of Almaty. Similiar to the newspaper "Pravdivaya Gazeta" which was suspended for three months on August 07. A resident of Almaty Kanat Bayzhanov did not find any issue of the newspaper "Pravdivaya Gazeta" in city news-stands, he concluded, that there was a small number of printed issues, then pronounced ones. After that, he has made a statement to blog of akim (governor) of Almaty. Officials responsed on it rapidly and protocol of administrative offence was made after investigation with regard to newspaper.

During a lawsuit, Sharip Kurakbayev explained, that the reason of printer's error in number of circulation was caused by human factor. The printing of newspaper was suspended for three months because of violation of periodicity; editorial staff had to hire new employees, who did not change data out for new ones.

The court has considered, that there were shallow arguments.
