Public Prosecutors of all districts of Almaty have attended office of newspaper "RIPABLIK" with notifications

In the morning, on February 06, 2013 representative officers of General Prosecutor's Office of six districts of Almaty have attended office of the newspaper "RIPABLIK". They attempted to give notifications of administrative and criminal responsibility for issue of newspaper "RIPABLIK" to everyone, who was mentioned in imprint of the newspaper.
Representative Officers of General Prosecutor's Office of six districts of Almaty thought that publication in 2013 of two issues with a number of printed 99 copies, it was an offence of judicial decision on prohibition of issue of "universal media" "Respublika" which was passed in December, 2012. They thought that newspaper "RIPABLIK" was fallen within term "new media" and its publication was prohibited within territory of the Republic of Kazakhstan. Representative Officers of General Prosecutor's Office of six districts of Almaty warned about appearance of new media with such circulation, there was no necessity to register it, journalists would be a subject to administrative and then, criminal penalty.
Editorial staff of the newspaper denied to receive notifications. None of the presented prosecutors was able to explain the very core of notification. Prosecutors have made a record that editorial staff denied to take a notification. witnesses have refused to sign a record, they were unable to understand what they should do.
The lawyer of newspaper Sergey Utkin said that representative officers of General Prosecutor's Office violated constitutional rights of journalists. There was no any word or phrase, that journalists of "universal media", they were prohibited to work and issue the other newspaper.
Editorial staff intended to apply to City and to all District Prosecutor's Offices, they needed in explanation of this notification.
