Editor of newspaper "Azat" Marat Zhanuzakov was fined on forty monthly assessment indices in his absence

On January 17, 2013 editor-in-chief of the newspaper "Azat" Marat Zhanuzakov has received a message on the phone. He should pay a fine at rate of forty monthly assessment indices (KZT64720) urgently. It was a telephone call from law-enforcement officer Gulnara Konysbekova. She explained that the court has instituted administrative proceedings against editor-in-chief of the newspaper "Azat" Marat Zhanuzakov for violation of periodicity of issue of newspaper"Azat".
The newspaper was registered in 2007 with periodicity of issue biweekly. In December, 2012 two issues came out once a week. It was a cause for administrative penalty.
Marat Zhanuzakov said that he received summon to administrative court on the day of court session on December 19, 2012. On December 19, 2012 editorial office of the newspaper"Azat" was exposed to search, because it was placed in the same building with party "Alga".He could not attend court session because of it. There was a court session in the absence of him. He did not receive protocol of administrative responsibility and court decision.
On January 18, 2013 editor-in-chief of the newspaper "Azat" Marat Zhanuzakov has demanded court decision and intended to appeal it.
