Media outlets could receive diploma from akim of Astana which covered organization and celebration of holiday "Day of Capital"

There was a placement of provision related to accreditation of media representatives for arrangements, conducted within scope of celebration of 14th anniversary of Astana on official website www.astanaday.kz of festivities of Astana "With Love Astana".
The staff of steering committee, which prepared and organization and celebration of holiday "14th anniversary of Astana" divided all media outlets (which expressed a wish to cover the holiday) into information and accredited partners. Accredited Partners had a small number of obligations: they should place minimum one material, prior to beginning, cover arrangements, which they visited and provide questions for press conferences in advance. Organizers of arrangements promised to accredit them, journalists could attend press conferences.
Information Partners had a grand number of obligations, organizators rendered numerous services, in particular, attendance of all press conferencies with preliminary giving of questions, prior to Award of Information Partner by Diploma, signed by Akim of Astana.
All media outlets, which expressed a wish to cover the holiday, they should fill in specialy prepared accreditation form, where it was necessary to state the specialiazation (?) and expected date of publication of announcement materials. If officially established Rules strictly regulated reasons of the denial in accreditation of journalists, organizers of holiday would have a right to dismiss the accreditation without explanation of reasons and a right to control the authenticity of forms.
Servicemen of International Foundation for Protection of Freedom of Speech “Adil Soz” believed that norms of the accreditation of journalists for arrangement, devoted to Day of Capital infringed rights of media outlets and journalists unfairly.
Any attempts to dictate themes, content and volume of publications to journalists are illegal ones. Demand on prior approval of issues, asked at press conferences, contravened to article 20 of Constitution of the Republic of Kazakhstan. According to the article 20 of the Constitution of the Republic of Kazakhstan and the article 20 of the law of the Republic of Kazakhstan “On Mass Media” a journalist has a right to carry out research, receive and distribute information, visit state agencies, organizations of all forms of property, be admitted by their official individuals.
The creation of impediments to the conduct of the legal professional activity of a journalist, by way of coercing him to distribute, or to refuse to distribute information provided by part 1 of the article 155 of the Criminal Code of the Republic of Kazakhstan. Creation of conditions, hindering a journalist to carry out his legal rights and obligations or entirely depriving him of this opportunity, constitutes corpus delicti, provided for by the article 352 of the Code on Administrative Violations of the Republic of Kazakhstan.
It was a public arrangement for citizens and guests of the Republic of Kazakhstan. This arrangement was organized with the help of state budget.
