Journalists could not attend report meeting of akim of Esil district from action of police officer

Correspondents of newspapers "Vremya" and "Express K" (North Kazakhstan Oblast) Victor Miroshnichenko and Elena Chernyshova have come to the village Yasnovka (Esil District). They have made a review, related to report meeting of akim (governor) prior to inhabitants of the village Yasnovka (Esil District). Journalists could not go to assembly hall of House of Culture. Senior Leautenant of Police Sergei Torzhinskiy has blocked the way to there. He has asked journalists to introduse themselves. Torzhinskiy has been district police officer and should control public order during this report meeting of akim (governor) prior to inhabitants of the village Yasnovka (Esil District). Media representatives could not attend this arrangement without permission of Akim (Governor)of the village Yasnovka (Esil District).
Victor Miroshnichenko and Elena Chernyshova referred to article 20 of law "On Mass Media" (a journalist has a right to carry out research, receive and distribute information, visit state agencies, organizations of all forms of property, public arrangements and even emergency zones should be admitted by their official individuals) of the Republic of Kazakhstan; they need not in any permission. But, Sergei Torzhinskiy did not react on it. Sergei Torzhinskiy handled the journalists roughly.
Elena Chernyshova has applied for District Akim (District Governor) Askar Begmanov in assembly hall. Begmanov has said that "others" could participate in arrangement and he did not issue the order in response to indignation of journalists. After that journalists could perform their professional duties.
On February 27, 2012 Victor Miroshnichenko has filed a complaint to the Head of Internal Affairs (North Kazakhstan Oblast) Marat Urumkhanov, related to interference in the legal professional activity of journalists.
