Rules of rendering of services related to access to Internet They approved by government of Kazakhstan and adopted from Buyelorussia

On December 30, 2011 the government of the Republic of Kazakhstan has approved "Rules of rendering of services related to access to Internet".

These rules regulate relationships between operators of access to Internet and users.

The single chapter covers the order of rendering of services with the help of points of public access to Internet (particularly, Internet-cafe, Internet-club and e.g.). Visitors can attend them with the help of their certificate of identity, according to new rules.

Owners of Internet-cafe, or Internet-club should register visitors in their special electronic register.

The first register should have name, surname and patronymic of Internet-user and starting time and end of work in Internet and number of computer. The second one should contain the identification number of computer, date and time of visit of Internet-resource and title of Internet-resource. They should be kept not less than six months.

If it is necessary owner of the Internet-club should provide all information for law-enforcement organs, which carry out the operative and search activity; organization and technical capabilities during conduction of operative and search arrangements on local networks of data transfer.

It is impossible to use anonymsers and other sofware, or Internet-resources with access to information resources through staging servers in Internet-clubs.

This order did not come to effect. It is necessary to install video survelliance systems, according to regulatory norms on January 01, 2012. Video records should maintain not less than 30 days.

The Expert of Internet-Association of Kazakhstan Igor Loskutov notes that these rules were copied from the same ones, which act in Byelorussia. They have been taken from the context without auxiliary norms. It is impossible to understand, how they will be applied; how they will influence on functioning of wi-fi networks, particularly during provision of free access to Internet in hotels and trade centers and e.g. The situation with usual Internet-users was worsened in connection with adoption of these rules. Persons, who have no access to Internet face to various difficulties. Law-enforcement organs will take control of them.
