On August 31, 2011 International Foundation for Protection of Freedom of Speech "Adil Soz" and National Association of Television and Radio Broadcasters of the Republic of Kazakhstan have addressed to blog of Minister of Communication and Information of the Republic of Kazakhstan Askar Zhumagaliev. They asked him to provide information on number of frequencies for television and radio broadcasting in Kazakhstan; about plans of the state, concerning consumption of radiofrequency resource in connection with transform into digital television: The information has an important significance for improvement of draft law "On Television and Radio Broadcasting".

Today, we have organizational works, concerning transform into digital on-air broadcasting, made regional frequency allocation plan for the first multiplex on the whole territory of the Republic of Kazakhstan and for the second one in Almaty, Astana and Karaganda.
The network of the first multiplex consists of 827 receivers on the whole territory of the Republic of Kazakhstan. Frequency assignments are in regional frequency allocation plan, they coordinated with Ministry of Defense of the Republic of Kazakhstan and international coordination is implemented for these frequencies, according to rules of International Union of Telecommunications. In future, it is planned to implement the procedure of frequency allocation for digital on-air broacasting, according to order of drafted draft law "On Television and Radio Broadcasting". This draft law is placed on the website http://www.mci.gov.kz of Ministry of Communication and Information of the Republic of Kazakhstan (page "Information-Laws and Regulations- NLA"). National operator of television and radio broadcasting will include with package of television channels obligatory. It is implemented under transform into digital on-air broadcasting. Also, it is planned the release of four and five channels for development of the broadcasting of the Republic of Kazakhstan.
