Journalists of West Kazakhstan oblast should provide their materials for head of press service of department of internal affairs before publication

Fatikhulla Mashtakhov has acknowledged this information for correspondent of the foundation "Adil Soz". Journalists should contact with him, concerning subject matter of materials with the concurrence of him, if police officers will be mentioned there. First, Press Service of Department of Internal Affairs(West Kazakhstan oblast) should submit the meeting of a journalist with concrete police officer to Staff of Department of Internal Affairs(West Kazakhstan oblast) for approval.
Commentary of foundation "Adil Soz":
This order is illegal one. It violates the current legislation of the Republic of Kazakhstan and standards of international law, which were ratified by Kazakhstan.
Article 20 of the Constitution of the Republic of Kazakhstan guarantees the freedom of information and prohibits the censorship. The journalist has a right to collect and distribute information and ask for clarification and control of information, according to articles 20-21 of law "On Mass Media" of the Republic of Kazakhstan. State bodies and institutions should provide the necessary information for media outlets, except for state secrets, regardless of form of the property, according to article 2 of law "On Mass Media" of the Republic of Kazakhstan.
State servicemen should observe the Constitution and Laws of the Republic of Kazakhstan; protect freedoms and legal interests of citizens and legal entities; examine an application of citizens (media outlets) about violations of their rights and take measures for liquidation of violations, according to article 9 "On State Service" of law of the Republic of Kazakhstan.
