Draft law “On Access to Information” has been presented by participants of working group for discussion of publicity. There was an appeal of the civil society.

Dear Representatives of the Civil Society!


You should introduce with draft law “On Access to Information” as of June 07, 2011. This version – is a result of favorable discussion, various phrases have made a compromise between various points of view and working group hoped that the draft law will catch the interest of you.

This draft law was drafted by working group with participation:


Deputy of Majilis of Parliament of the Republic of Kazakhstan, Member of Fraction NDP “Nur Otan” Zhakipa Asanova,

National Expert Development Program of United Nations, Head of Department of Institute of Parliamentary System of NDP “Nur Otan” Baurzhan Uakpayev;

President of Public Foundation “Medialife” Olga Volkova;

Chairman of Media Alliance of the Republic of Kazakhstan Adil Zhalilov;

Head of Legal Service of International Foundation for Protection of Freedom of Speech “Adil Soz” Ganna Krasilnikova;

Lawyer “Internews Kazakhstan” Ruslan Dairbekov;

Executive Director of Public Foundation “Information Initiative” Michael Tunin;

Independent Expert Gulmira Kuzhukeyeva;

Junior Research Scientist of Institute of Legislation of the Republic of Kazakhstan Kamila Amirzhan;

Other representatives of civil society have also participated in it.

This draft law was discussed in focus groups, public hearings and forums in Kazakhstan. The drafting of draft law has been implemented within frames of project “Transparency and Access to Information and Justice in Kazakhstan” of DPUN. It was implemented under financial support of DPUN and embassy of Great Britain in Kazakhstan. Almaty Cluster Office of UNESCO, Center of the OSCE in Astana, OSCE Office for Democratic Institutions and Human Rights, Soros-Kazakhstan Foundation, ARTICLE 19, Counterpart International and other organizations have rendered the important support in project activity from 2009. There is a drafting of the follow-up draft law. It is planned to submit the draft law to Parliament for the discussion in future. You can send your proposals via email aliya.duganova@undp.org.
