Can whether appeal to Ministry of Communication and Information complete re-registration of newspaper "Moya Respublika"

Editors-in-chiefs of newspapers "Golos Respubliki" and "Moya Respublika – Facty, Sobytiya, Ludi" Tatiana Trubacheva and Guzyal Baydalinova sent an open letter to Minister of Communication and Information Askar Zhumagaliev. In their letter they ask Askar Zhumagaliev to appraise the situation, related to re-registration of the newspaper "Moya Respublika – Facty, Sobytiya, Ludi" and non-fulfillment of court decision (it recognized inaction of ministry as illegal one).
Editorial staff of the newspaper “Respublika- Delovoye Obozrenie Duble 2” has been unable to publish it. It made re-registration from monthly to weekly edition “Moya Respublika – Facty, Sobytiya, Ludi”. Relevant documents were sent to Ministry of Culture and Information in September 2009. It should make re-registration during fifteen days. But, it was impossible, because serviceman of Ministry of Culture and Information, who took relevant documents, lost them.
Editorial staff sent documents to Ministry of Culture and Information several times during last three months. In December 2009 editorial staff addressed to Specialized Inter District Economic Court of Astana with suit. This suit was brought against Committee of Information and Archives of Ministry of Culture and Information in connection with its illegal failure, concerning re-registration of the edition.
Specialized Inter District Economic Court has satisfied a suit, related to recognizance of illegal inaction of Commitee of Information and Archieves (Profile Committee, which makes media re-registration). City Court of Astana has left the decision in force in appeal instance.
