There was next session of working group of Majilis of Parliament of the Republic of Kazakhstan on May 07, 2009 in Astana. They proposed exception of norm from draft law “On Amendments into Some Legislative Acts of Information and Communication Networks of the Republic of Kazakhstan”. As a result of it Public Prosecutor of the Republic of Kazakhstan has right for pre-trial stoppage of mass media’s distribution.
Agency of Information and Communication of the Republic of Kazakhstan is developer of draft law. It intends to protect this norm.
Members of working group support this amendment of journalistic community. They think that it does not make any change of content of draft law.
The draft law equates blogs, chats, comments and other materials of Internet to mass media. It entails criminal, civil and administrative responsibility. There is blocking of foreign Internet-resources, if its content contravenes to law of Kazakhstan. This draft law proposes punishment of mass media (it means Internet, newspaper, radio, television; closure and stoppage for non-correct coverage of elections, meetings, strikes and international relationships.
Founders of key Internet-resources are going to carry out an arrangement as a protest against adoption of draft law on May 13, 2009. They are going to switch off their websites, blogs and portals from 15.00 till 16.00 p.m.
International Foundation for Protection of Freedom of Speech “Adil soz” is joined to this arrangement.
