Representatives of journalistic community that repressive measure of draft law “On Internet Regulation” is unchangeable

There was next session of working group of Majilis of Parliament of the Republic of Kazakhstan of draft law on regulation of information and communication networks.
The main part of time was devoted to proposed amendments in article 13 “On Mass Media” of law of the Republic of Kazakhstan. Developers of draft law (it means Agency of Information and Communication of the Republic of Kazakhstan) propose new reasons of social and political character for the stoppage and closure of all kinds of mass media in Internet and traditional as newspapers, radio and TV.
Head of Working Group Deputy M. Pshembayev has made an order before this session. Representative offices of civil sector International Foundation for Protection of Freedom of Speech “Adil soz”, Union of Journalists of Kazakhstan, and National Association of TV Broadcasters have tried to make them solid with developers. They have proved that it was impossible to call all Internet-resources as mass media; ascribe to mass media violations of social and political character. There was administrative responsibility for these actions in the legislation. It is inadmissible to vest Public Prosecutor of pre-court stoppage of mass media.
Agency of Information and Communication of the Republic of Kazakhstan and deputies did not make allowance of none legal proposal of journalistic NGO’s. Expertise and recommendation of OSCE were ignored without discussion in working group and proposal of making of working group of OSCE experts and deputies. Head of Working Group has said that this draft law will be sent for expert report to the government of Kazakhstan during finishing session.
This draft law was brought in Parliament by government. International Foundation for Protection of Freedom of Speech “Adil soz” proposes that it is difficult anticipation of estimation of repressive proposals.
The discussion of draft law in Committee of Economic Reform and Regional Development of Majilis of the Parliament will be on April 21, 2009. Chairman of Committee V. Bobrov has been already said to representatives of journalistic NGO’s about support of restrictions for mass media. There were editions, aimed at anti-state activity.
