Public organizations were not admitted to work on draft law on Internet

There was first session of working group of draft law “On Amendments into Some Legislative Acts of the Republic of Kazakhstan of Information and Communication Networks” in Majilis of Parliament of the Republic of Kazakhstan at 12.00 a.m. on January 27, 2009.
Journalistic Public Organizations such as, Union and Congress of Journalists of Kazakhstan and International Foundation for Protection of Freedom of Speech “Adil soz” have sent official letters to Head of Working Group, Deputy Meyram Pshembayev beforehand. They have asked for him to integrate their specialists to working group. There was telephone call from office of Majilis in the evening on January 26, 2009. They were informed that their request was not satisfied; representatives of NGO’s could present at the session only as viewers.
Chairman of Board of Union of Journalists Seitkazy Matayev and President of International Foundation for Protection of Freedom of Speech “Adil soz” Tamara Kaleyeva have said about it at the press-conference at 11.00 a.m. on January 27, 2008. They have also distributed analysis of draft law of information and communication networks.
Lawyers of Public Journalistic Organizations have made a conclusion after analysis of draft law. This draft law is contrary to Constitution of the Republic and international liabilities of Kazakhstan. Actually, it contributes censorship and blocks development of Kazakhstan’s Internet segment.
Public analysis of governmental draft law was directed to deputies of Majilis of Parliament of the Republic of Kazakhstan.
