Who and when blacklisted the Adil Soz Foundation website ?
Amazing information was given to us by lawyer Yelzhan Kabyshev. It turns out that our website www.adilsoz.kz That we carefully support and update, has been blocked for a long time already! it Is listed in the Ministry of information and public development register of Internet resources disseminating illegal information http://www.qogam.gov.kz/ru/complain .
When and why that could happen? It turns out that an audio referring to the Rudny city court was submitted to the ministry. What kind of court document was it and when was it published? Who was the "well-wisher" that made a false denunciation to the ministry? Nobody knows. However, the denunciation was registered under the number 30-30-5 / 2864-I and was set in motion.
The Adil Soz Foundation has never violated applicable laws and has not been a party to any lawsuit for over twenty years of its existence; it has never received orders of the General Prosecutor's Office or the State Control Committee in the field of communications concerning violations of the legislation of the Republic of Kazakhstan. No court has ever ruled to block the website of the Foundation.
The database (registry) of blocked websites was created in 2016 after amendments were made to the Law “On Communications” in 2015. Those amendments gave the right to block any websites without court decision to the Prosecutor General right and the State Control Committee in the field of communications. Adil Soz Foundation, as well as many human rights activists, journalists, bloggers, and owners of Internet resources opposed to the adoption of such amendments when they were under discussion . We pointed out to the lawmakers and deputies that such norms would give free hands to the officials and result in groundless blockages. And now we faced this problem: the website of the Foundation is not blocked, but is blacklisted.
Today, the
International Foundation for Protection
of Freedom of Speech "Adil Soz" appealed to Minister D.Abaev and
demanded to delist our website from the register of the blocked Internet
resources.
