Where did the libel bill go?

Yesterday the entire package of documents to the draft law “On Making Addenda to the Code of Administrative Offenses of the Republic of Kazakhstan on Defamation Liability” developed by the Prosecutor General was available at https://legalacts.egov.kz/npa/view?id=3264375 . Today browers response that the requested page cannot be found.
