On July 3, at about 6 PM, two unidentified men came to the journalist-observer of the Kazakhstan International Bureau for Human Rights and Rule of Law (KIBHR) Andrei Sviridov.
One of them sadi to be a police inspector of the Bostandy District police station, presented a document and took it away very quickly. The journalist failed to consider the name. The second one did not introduce himself at all.
They handed the document demanding Sviridov to appear at the investigation department of Bostandyk District Department of Internal Affairs at 3 PM. The day when the journalist was supposed to come to the police was not indicated in the document. It did not contain the word "summons" either. The document did not specify the reason of the so called summons (interrogation or anything else) and the procedural status of the journalist. The visitors demanded from Sviridov to go with them immediately.
Sviridov refused to go, referring to the fact that the working day was over and the document was not drawn up properly. He suggested the visitors to serve a properly drawn up summons to KIBHR where he works, so that the lawyers of the bureau could check the legality of the “summons”. And in case it turns to have legal force, he promised to appear at the police department at the appointed time with a lawyer.
As of 13:00 on July 4, Andrei Sviridov did not receive any summons.
