Interrogations of managers and journalists of the Uralsk Week because of an illegal comment left at the Youtube channel of the newspaper have caused a lot of assumptions and not quite competent interpretations. In this regard, the legal service "Adil Soz" explains:

According to paragraph 4 of Art. 1 of the Law "On Mass Media", mass media – periodical printed publication, television- and radio channel, documentaries, audiovisual record and other form of periodical or continuous public distribution of mass information, including the web sites. We want to draw attention to such attributes of the media as distribution and periodicity. Hence, first of all, the distinctive feature of the media is the PERIODICITY of the dissemination. The comment of the person with the nickname "Zhan Baizhanov" is not a periodically disseminated information, therefore, it is not a media product.

Secondly, the dissimination. Who dissiminated the comment? The editoria staff did not do that, it was done by some, yet unidentified person. There is no such comment on the website of the "Uralsk Week", it was posted on Youtube only. Therefore, all claims should be presented to Youtube and to the author of the comment in particular.
