Who blocked the access to Ratel.kz?

News website Ratel.kz has been unavailable since Monday evening due to the alleged violation of domain registration rules. Kazakh Network Information Center (KazNIC) that operates damain zone “dot kz” refers to the request of the  Information Secutiry Committee of the Ministry of Aerospace and Defence industry of the Republic of Kazakhstan.

«We received a letter from the Committee of Information secutiry of the Ministry of Aerospace and Defence industry saying that the domain violates the rules of registration, use and distribution of domain names», — told KazNIC representative to Radio Azattyk.

The Committee reportedly sees a violation of subparagraph 1 of paragraph 17 of the rules for the registration, use and distribution of domain names in Kazakhstan Internet segment, according to which the use of a domain name in Kazakhstan Internet segment is suspended if "the incomplete or unreliable information on the registrant is found in the application for registration a domain name submitted by the registrant".

As it is known from publicly avaiable information, the domain of Ratel.kz is registered by an individual - Gennady Benditsky. Co-founder of the site Ratel.kz, the famous Kazakhstani journalist Gennady Benditsky died of a serious illness at the age of 47 on December 3 in Minsk, the capital of Belarus. The funeral took place on December 6 in Almaty.

The network edition of Ratel.kz is available on the second domain - balborsyk.kz.

Non-Juristic Commentary of "Adil Soz":

How many domain names are registered by an institution called KazNIC? Dozens of thousands if not hundreds of thousands. And how many tasks should the Information Security Committee, the unit of the  Ministry of the Defense Information and Aerospace Industry has to perform? I would not guess but I suppose that all those tasks are of primary or strategic state importance.

Neverthelss, the Committee spends its intellectual, technical, human resources on searching for violation of one out of thousands domain name whose owner is now dead, the doamin name of Ratel.kz, news website that provides informaton and delights its rraders. The Committee did not hesitate to denounce the KazNIC about its findings. And then by one click of the master switch thousands of admirers and opponents of the most vivid and popular nowadays edition, who have not yet had time to mourn and pay tribute to the courage and talent of Gennady Benditsky, are deprived of socially important information.

The freedom to receive and disseminate information is guaranteed by the Constitution, because Kazakhstan has ratified the International Covenant on Civil and Political Rights and thus is obliged to comply with and the country regularly reports to UN bodies about suh compliance. Why are little-known anti-constitutional rules with their savage provisions turn out to be more powerful than the international treaties? Why are we, citizens of Kazakhstan, were so cynically and insolently robbed? What stands behind this robbery - the naive stupidity of understrappers or cynical intrigue of high-rankers?
