14 september 2010
On September 14, 2010 International Non-Governmental Organization "Committee to Protect Journalists" (CPJ) has made a special report "Disdaining press freedom Kazakhstan undermines OSCE" in Kazakhstan. This report was done by Program Coordinator, Europe and Central Asia Committee to Protect Journalists Nina Ognianova after her business trip to Almaty in June 2010.
There is a long list of violations of human rights and facts of violations of freedom of speech, rights of journalists and media outlets in the country. Nina Ognianova writes Committee to Protect Journalists instituted that Kazakhstan does not fulfill its obligations before OSCE and it has grave consequences. “By disregarding human rights and press freedom at home,” Kazakhstan has compromised the organization’s international reputation as a guardian of these rights, undermined the OSCE’s relevance and effectiveness, and thus devalued human rights in all OSCE states.”
Committee to Protect Journalists has made some recommendations to the government of Kazakhstan, to the leaders of the OSCE, to the leaders of the European Union, to the U.N. Human Rights and to the leaders of the United States. It was done on base of researches.
Recommendations to the government of Kazakhstan are: necessity of decriminalization of libel, repeal of laws, related to restriction of freedom of speech in Internet and during coverage of privacy laws, stop prosecution of independent and opposition press and political pressure upon printing houses and distributors, who serve these editions. However, it is recommended to restore domestic on-line access to blocked web-resources, includin blog-platform LiveJournal and fully comply with protection for Kazakhstan's repressive journalists and human rights activists. International organizations should call on state power of Kazakhstan for fulfiilment of obligations in 2007;conform to international norms obligatory and eliminate violations in the sphere of human rights and freedom of speech immediately.
