Chairman of the election commission in Atyrau forbade taking photo and video of himself

Bauyrzhan Kartan, the chairman of the precinct commission No. 39 in the city of Atyrau, allowed to take phot and video of everyone except him. The chairman explained that by the fact that he was not photogenic.

Firstly, paragraph 3 of Art. 20 of the Law "On Mass Media" stipulated that journalists have the right to take photos and videos without any permission,

Secondly, in accordance with paragraph 1-1 of Art. 14 of the Mass Media Law, the media does not require the consent of the person to take a photo or video of him/her at public events (such as elections), if the image and information disseminated is  related to the official and (or) public activities of this person (that is the case), if the use of the portrayed person is carried out in order to protect the constitutional order (the presence of the chairman at the polling station during the elections can be interpreted as protection of the constitutional order - a peaceful change of power in accordance with the Constitution).

Thirdly, the election law does not regulate issues of taking photo and video by media
