International Foundation for\r\nProtection of Freedom of Speech «Adil\r\nSoz» has conducted analysis of violations of right to freedom of\r\nexpression, receiving and dissemination of information in April, 2017 in\r\nKazakhstan.
\r\nThere was following information:
\r\n-The amnesty was given to Chairman of Union of Journalists of Kazakhstan\r\nSeitkazy Matayev. An unservedpart ofpunishment wasreduced byhalf.
\r\n-Ministry of Information and Communication of the Republic of Kazakhstan\r\nposted on its website draft law of the Republic of Kazakhstan «On Amendments and Supplements into Some\r\nLegislative Acts of the Republic of Kazakhstan of Information and Communication»,\r\nsubmitted to the Office of Prime Minister of the Republic of Kazakhstan.
\r\n-The court imposed defendants, Internet-portal Ratel.kz, magazine\r\nForbes.kz and Vitally Protsentov on recovery of more than, KZT50000000 as moral\r\ndamage compensation. The judgment did not come into effect.
\r\n-Security officers, who maintained order in the concert hall of Astana, they\r\nkicked up scrimmage with journalists.
\r\n-A journalist, who shod in running shoes, she failed to attend akimat\r\n(local representative body of executive power) of Atyrau oblast. The Press\r\nSecretary Salamat Sabyr explained this situation with the help of some document\r\nwith information on appearance policy.
\r\n-The civil activist from Dzhezkazgan Berik Zhagiparov was charged with slander\r\nfor his posts in social network Facebook, concerning unofficial price-list\r\nwhich acted during placement in one of the mining camp of the region.
\r\nIn April, 2017 seven judicial\r\nacts towards cases over protection of honour, dignity and business reputation\r\nwere passed (including three ones in the appellate instance). And five ones\r\nwere passed in favour of media outlets, journalists and citizens. There were\r\ndemands of compensation of moral damage in January-March in the amount of KZT145\r\nmillions and 560 thousands. Courts recovered KZT50 millions and 460 thousands
\r\nSince the beginning of the year\r\nin connection with execution of right to freedom of expression, receiving and\r\ndissemination of information, they were brought:
\r\n-2 charges with slander.
\r\n-1 charge with non-fulfillment\r\nof court decision.
\r\n-1 charge with incitement of\r\nsocial enmity.
\r\n-8 pre-trial claims and suits on protection of honour, dignity and\r\nbusiness reputation.
