International\r\nFoundation for Protection of Freedom of Speech «Adil\r\nSoz»\r\nhas conducted a survey of violations of right to freedom of\r\nexpression, receiving and dissemination of information in March,\r\n2016 in Kazakhstan.
\r\nThere\r\nwas following information:
\r\n\r\nHeads\r\nof Branches of Union of Journalists of Kazakhstan; members of family\r\nof Chairman of Union of Journalists of Kazakhstan, acting and former\r\ncivil servants of the Committee of Informatization and Information\r\nwere summoned to the Anti-Corruption Service over case of National\r\nPress Club and Press Agency “KazTAG”.
\r\nThe\r\nappeals instance has upheld a rule of district court, concerningbail\r\nhearing with regard to Seitkazy Matayev in the form of house arrest.
\r\nThe\r\nGeneral Director of Press Agency “KazTAG”\r\nAset Matayev was placed under house arrest supposedly for violation\r\nof conditions of obligation towards attendance of prosecuting agency.
\r\n\r\nThe\r\ncourt has extended taking into custody of journalist Guzyal\r\nBaidalinova before 23rd\r\nApril, 2016.
\r\n\r\nThe\r\nFormer Director of LLP “Neftechim\r\nLtd” charged\r\njournalist Alexander Baranov with slander; in his opinion, it was\r\ndisseminated in commentaries about incident on the plant. He\r\ndemanded, that court would imposed on recovery of KZT10000000 as\r\nmoral damage compensation.
\r\n\r\nIn March, eight\r\njudicial acts of cases over suits on protection of honour, dignity\r\nand business reputation were passed (including two in appellate\r\ninstance and one in cassational instance); five of them in favour of\r\njournalists and citizens.
\r\nSince\r\nthe beginning of the year in connection with execution of right to\r\nfreedom of expression, receiving and dissemination of information,\r\nthey were brought:
\r\n-33\r\ncharges with slander (23 – passing data, Amangeldy Botabekov; 22\r\nlectures of institute of Economy and Law)
\r\n-5\r\ncharges with incitement of social, religious and national enmity\r\n(article 174 of Criminal Code of the Republic of Kazakhstan); 3 of\r\nthem are passing data S. Mambetalin, E. Narymbaev and E.\r\nThaichibekov;
\r\n-\r\n1 charge with propaganda of terrorism (passing data, B. Satkangulov);
\r\n-4\r\ncharges with dissemination of misleading information (article 274 of\r\nCriminal Code of the Republic of Kazakhstan). 1 of them JSC\r\n“KAZKOMMERTSBANK” against journalists of Internet-portal\r\nNAKANUNE.kz;
\r\n\r\n-1 charge with\r\nevasion of the payment of taxes;
\r\n\r\n-1\r\ncharge with embezzlement of entrusted of the other property;
\r\n-1\r\ncharge with extortion (passing data, Y. Golyshkin);
\r\n\r\n-24 pre-trial claims\r\nand suits on protection of honour, dignity and business reputation.
\r\n\r\nFrom\r\nJanuary-February, courts considered 21 cases over suits on protection\r\nof honour, dignity and business reputation in the total amount of\r\nKZT617 millions 660 thousands and 01.
